Utilities exempt from chemical security rules

Water and wastewater utilities are exempt from interim chemical security standards contained in the Fiscal Year 2007 Homeland Security Appropriations Act, which President Bush signed into law Oct. 4. Under the exemption, utilities that use hazardous materials such as chlorine gas will not have to repeat vulnerability assessments or emergency response planning required by the Bioterrorism Act of 2002. A number of industry organizations supported the exemption, including the American Public Works Association and the Association of Metropolitan Water Agencies.
